Prevent IE access through Outlook.

We are running Citrix XP on Win 2000 servers. When a user logs on with NFUSE he receives the applications he can use.
Scenario: A user logs on and has only the Outlook application. When he receives an email with an internet link and he clicks on it, Internet Explorer opens (on Citrix session) and he is able to surf.
How can I prevent this?
 
I'm sure there are many ways to attack this, but I would change permissions on c:\Program Files\Internet Explorer folder so they can't run it (or only those in a certain group can). I'm assuming they can't get to the Internet from their PC's? *J*
 
I've changed the permissions and it's working.
