prevent hot transfer

do you know if i can prevent a hot transfer on analog phones?

i have hold music and the paging system, when someone has an active call and put it on hold to page someone they try to hang up the page call, but obviously they transfer the active call to the page call, is a big problem... if they try to hold the page call they have to flash a lot of times to find the page call and finish it

Do not Hold the call but park it and then do the page call.
Anyone could retrieve the call if neccessery.

to diconnect the page call, press recall then *52 "Clear call" this will return you to the origanal caller
