Prevent Dropdown from being changed on existing records

Guys,

I'm working on a Data Access Page and I need to prevent users from being able to change the value of a dropdown menu unless they are entering a new record. I'm using this on a sitelog for my job and want to prevent users from being able to change where a tech is logged in at on accident. Is there a validation that I could use in the underlying table to prevent users from doing this?
