Prevent Changing IE Pop-Up Blocker

Is there a group policy setting or combination of settings that will allow me to turn on pop-blocker but prevents the end user from turning it off or on. I know I can hide the privacy tab in Internet Control Panel, however the option to turn it on or off is still under the command bar.
