Prevent application from being run more than once per session

I have a customer that is using terminal server 2003, they have a poorly written application that if a user opens it up more than once it brings the server down to a crawl and no one is able to use it. The server has plenty of power dual xeon 2.8 with 6gb RAM for 20 users. Is there a way to prevent the application from being opened more than once per user session, or is there a program that can help me with this.
