In Group Policy on the domain controller, go to User Configuration\Administrative Templates\Desktop and enable "Remove Properties from My Computer context menu".
Now when the user logs in the next time, the properties will not be part of the menu when the right click My Computer.
Keep in mind that it also keeps YOU from seeing them when you're trying to troubleshoot problems at that PC. A better solution would be to set a GPO to configure the settings in those dialog boxes so that users can't change them.
