Presario 5001sr (5000) modem installation problem

I saw that somebody had my same problem that when you try to install the modem it says setup cannot load the installer (modem.cpl) for the WDM_Modem hardware. I also read the solution I have tried everything (I'm running Win98 se) using sfc to get if of my disk, taking the modem.cpl from my other computer and putting it on my compaq
formating the hard drive and reinstalling Windows 98 se, everything Im at my witts end does anybody have any advice to stop the insanity. I'm pretty sure it came with a Connextant V.90 or something along those lines.
