Preprinted forms on various models

We have a new app that needs to produce content on a preprinted form across a range of printer models.

Coming from UX, we need suggestions as to what we can use to achieve this in a WinX platform.

We've already found that the PDF format doesn't override the different printer drivers, so we've ended up with a wide swing of margins and/or fonts from printer to printer.

What other kind of choices do we have to give us a true, fixed layout?

There is a product called JETFORM which a lot of companies use for database and form printing that might server the purpose
