Preloading Preloader

I tried a while back making a preloader, the problem is the whole swf file had to download before the movie played!
How is this fixed? Or would it be better to create a small swf file with the preloader which loads another swf? I think that would work... [pc3]

Put the preloader in scene 1 and the rest of the movie in scene 2.
Set the action in scene 1 to check if the last frame in scene 2 is loaded before continuing.
