Preformance problem on my Webserver (win2000)

I have a problem with my Webserver. At the moment its running very slow bouth when you are working remote admin and browsing the web. In task manager I can not see anything wrong with CPU, but as using a big SQL database this is showing 1,5GB memory used. I have 4GB in total.
I then tried to use the Preformance montitor and tested something called "thread % of Processor time" and it is constant on 100%. never drops eaven to 99%. I have no clue where to start looking to find out what causes this. I have attached a print screen. as you can see the Yellow line is all the time on 100%. Does anyone have any idea where to start to look and what questions I should ask my self. I am quite new in this. Hoping on your help :)
