Preconfigure Farm Settings for Program Neighborhood

Is there a way to preconfigure the Farm Settings for PN so that a new user will have it available when logged on? This would be for XP Embedded systems with the Enhanced
Write Filter enabled.

Perfect... unfortunately, may not help for the embedded platform... but should come in handy for other workstations...
