Can anyone tell me if pre-loaders are only used on a 100% flash site?
Or are they used with an html site including a few basic flash 'bits; (such as menu, logo etc)?

I'd say it really depends on the weight of your Flash elements... But is less of a problem on a non 100% Flash site, since the user would see other things than the possibly invisible loading Flash elements, on an html page.
