Pre-address e-mail template (Outlook 2000)

HELP!!!
I am trying to set up my staff to use a preformatted e-mail template and address. I have set up my team to read a general team inbox. This is how we allocate assignments to staff members. I would like to have my sign in staff double click on a short cut that opens a preaddressed e-mail and template form. They will click on the necessary boxes in the template and type in a clients name in the subject line. Then all they should have to do is click on the send button. I know how to setup the short cut, but I came make it work only one time. Then it asks me to "Send a Copy." Once the template form is competed, my staff clicks on send, and nothing happens. I have tried every way that I can think of to make this work for my staff. Any ideas or help are greatly appreciated.
