There has been lots of talk about this before, and the answer is that with this you do need to use the product, read the User Guides, and Redbooks. Sorry, but there is no easy way with this.
Be warned that some of the Sample tests on the Tivoli site have "dodgy" answers.
One tip for you though. Be sure that you are happy with how distribution takes place to endpoints from profiles in more than one policy region.
