I wanted to update this one...I had setup a PPTP connection in windows 2000 (going to a server which ultimately would connect to a PC in the network via vnc), it worked the first time around, then I installed the "high encryption pack" from MS, then I got the "error 619" restart your computer garbage, I restarted just for the heck of it, but didn't help...I thought it might be the pack...turns out it wasn't.
So, I proceeded to read this thread, got me thinking about ports as that's what everyone on the net was talking about...I decided to look at the router, after looking in the "forwarded ports" section, turns out that the 2 ports that needed forwarding weren't (1723, & 47). I forwarded the ports on the router...voila!
To test and confirm, I edited the forward rules and changed the IP address...and got the 619 error! cool...just thought I'd share this with anyone who needed help.
