PPPoE DSL modem to Netgear VPN help

Good Afternoon/Morning/Evening,

I have been trying to get connectivity from a site to site vpn for sometime now and perhaps might have overlooked something that someome might be able to point out.

At one end of the VPN I have a functioning FVS318v1 Netgear VPN Router that is successfully connected to 3 other sites. The other side of the VPN is through a DSL modem to a FVS318v3 Netgear VPN router. I searched and found a guide for connecting these two and followed it. No errors were raised, yet I cannot connect through the tunnel. The only thing I can think of is maybe some confusion wih the IPs. For example if the DSL modem is pulling a static IP of 200.200.10.10, to my understanding this would be the router's gateway. However does the router need to have a static ip configuration for the VPN to work with a static connection or can automatically assigned work?
 
I always suspect the DSL 'modem' of really being a DSL router. Try googling it's make and model number. If it is a router, you need to get it in bridge mode so the FVS318v3 sees the 200.200.10.10 the ISP is assigning it. (this means the FVS318v3 will do the PPPoE as well) unless you have a NAT traversal mode, the FVS318v3 can't have another NAT router upstream of it.

I tried to remain child-like, all I acheived was childish.
