ppc 9500 board- startup tone + single repeating tone(?)

recently purchased a 9500 logic board, used a stock video card, used 8500 p.s., same memory as in 8500, pram battery is good, and no video upon startup,w/ regular chime and repeating single tone.
any help is greatly appreciated, as i bought it on ebay, and have a limited time to return it if it is defective.
