powerpoint 2000, footer problem

I've designed a POT file that has a footer. The problem is that if someone tries to apply this template on slides that do not have a footer, the footer text from the template is gone.

How can I make it so the footer text from the template does not disappear? I need them to see the text that reminds them to add a footer to their slides...

I've recreated this in Powerpoint 2000 but the footer is visible. What process are you using to apply the footer to the template?
