PowerPlay 7.1 to 7.3

Is 7.3 PowerPlay considered an upgrade on PowerPlay 7.1 or is it something else?

I'm using the client/server PowerPlay 7.1 and discovering a number of stupid problems and/or shortcomings so I'm wondering if 7.3 fixes some of these?

I believe Cognos lists all of the fixes and upgrades in their documentation for 7.3.
7.3 would be considered an upgrade by definition, but may not fix the specific issues you have.
