powerbuilder 7 error

i am trying to install powerbuilder 7 in my pc with windows XP. And it seems that the setup.exe is not recognized when double clicked. nothing happens. i have an internet explorer version 6. has it somthing do with this error? i believe, only ie ver. 5 is required for this pb version?

help. what should i do?
