I have Win2000 server running Metaframe XP. I noticed that when users running NT 4.0 workstation that are members of the Users group have no problem running the published apps, but people that have Win2000 on thier workstations must be members of the Power Users group to be able to use the same applications. What am I missing?

Try given full control permissions to the Domain Users group for the registry key MSLicensing.

Find HKLM\Software\Microsoft\MSLicensing
Go to Security | Permissions
Give Domain Users full control, click Advanced then check the "reset permissions..." check box so that it will reset permissions on this key and all child keys.
I've ran into this many, many, many times and it seems to be a "permissions thing" on the TS License itself.
