Power User Rights on a server

I got a problem. I need to give a User - Power User rights to a server, but we dont want them to have admin rights.
A certain package has been put on the server, which is access via Citrix, all workstations have Domain Users as part of the local Power Users group. But the server doesn't. Any ideas?
