Power up/down SuperStack II Hub 100TX

Can anyone give me guidance on the proper way to power down then back up a SuperStack II Hub 100TX. I have a management unit and 4 hubs together.

Additionally, I inadvertently powered down the switch that the hub is connected to by fiber cable. As a result, when I PING that hub, it does respond back. Could this cause the hub not to respond to a PING?
