Power state icon in system tray fails to appear

Occasionally, the Power State icon (battery or electric plug) does not appear in the system tray of my computer (a laptop, Gateway Solo 9100) at the time the computer is started or after a reboot. I did not have this problem with Windows98 but it became noticeable soon after I installed Windows Millenium.

Any suggestion?
