...within the Control Panel, Power Options, Advanced Tab....how do I create a registry file or a vbscript or something that will allow me to specify them to read:

"Ask what to do"

"Do nothing"

"Do nothing"

Respectively?

I know that each individual user can set these up, but I need to script them from the login point of view. I've been able to push out the actual power mode settings, but not the Advanced Tab settings.

Any ideas?

Have a look at this current thread, especially the mention of Powercfg.

Change default power setting for un-logged in laptop?
