Power settings, including screen saver, do not activate

In the final stages of setting up a new PC, running XP Pro, and have had no success in getting screen savers to activate at the expiration of time set. Neither do the monitor or hard drive shutdowns respond. Could this be caused by a switch on the MB? Thanks for any help.

Check Group Policy (GpEdit.msc in Run Box).

Local Computer Policy/ User Configuration/ Administrative Templates/ Control Panel/
Click on Display and see if any of the Screensaver options are disabled.
