Power light blinks on 206E Module

All five slots in the carrier are full. One slot has a 206e in it and the power light slowly blinks on and off.

What does that indicate?

I'm going to guess that the module is bad.

If there is another 206E in the carrier, switch the suspect module with a known good one to see if the problem follows the slot or the module itself.

If it ain't broke, I haven't fixed it yet.

Yes it is bad. I was having problems with the line port on that. Later on I realized none of the phone ports were working on it either.
