POTS unable to break dial tone.

Hello,
I think this issue may have already been discussed but i can't find it.
Basically i have a couple of customers that have an intermitent fault with analogue phones unable to break dial tone to dial out. Incoming is ok. A reboot of the pot unit fixes it or it goes away after a couple of days if left alone. Neither of these solutions are very practical! Any ideas?

Is the system properly grounded? If not, I would make sure you do so. I had the same issue a long time ago with analog trunks and grounding the system fixed the issue. Ever since then, I have made sure all systems are grounded and haven't run into the issue ever again.
