POTS lines as backup

this is fairly new to me so please be detailed in your response. I ordered 20 POTS lines for a new office. I had my onsite tech take 6 of those lines and build a local calling route. If i was able to physically look at the block with my 20 POTS lines (it's a remote site but I was there for the set-up of this new office) would there be cross-connect on those six lines and if so what would they be cross-connected to? or are backup POTS NOT cross-connected? because I also cross-connected four POTS lines (i did this myself when i was onsite) for faxes and modems and I physically punched down the POTS line to a jack. Now, they are experiencing cross-talk on local calls and I'm wondering if it's possible that i punched down POTS lines that were already in a backup route. please help me. thank you.
 
the 6 lines in a route would be cross connected to a trunk

so just to be 100% clear, there would be cross-connect wire on those 6 POTS lines as well? so that it would be impossible for me to accidentally punch down a POTS line (that's already punched down to a trunk TN) to a jack for a fax machine?
