POTS line not disconnecting

i had a private line rout with an associated PRDN of xxxx, which was programmed as a PVR on my boss' phone (key 8) my boss had that private line ported to his house and asked me to replace his key 8 with a new private line. I punched down a new POTS line and changed the existing rout the old one was on to reflect the new one. it works great (thanks to Acewarlock's help). but my boss is saying it takes about 20 seconds for the line to disconnect. if he goes to make a call and changes his mind and presses RLS the arrow goes out, but the line doesn't free up. What made this start happening? once again, i am at a loss. thank you.
 
What was the old line loop or ground start?
Is the new line loop or ground start?

If loop start is disconect supervision working on line from Telco?

i have no idea how to find this out. We have a block of verizon POTS lines and i just punched down a different one to the same rout the old one was on. HELP!!
 
put your buttset or a plain analog phone on the demac and when you go off hook if you get dial tone than it's loop start. if you don't get dial tone than put a ground on one side and then if you get dial tone is a ground start trunk.

PS you may need to disconnect it from the switch to test it.
