POTS for local 911 service

Do any of you all know of companies putting "Bat Phones" for the local address for 911 services (POTS lines). I have "heard" of companies doing this, these companies install a "bat phone" every 30+/- feet for 911 services. I would think this model would keep the accountability in-house in lieu of a 3 party company managing e911 service and be more reliable in the event of a network outage.

We are looking at consolidating two Houston offices to one PBX and are looking to implement the "bat phone" model and was curious to any legal issues with only being able to dial 911 from selective phones that would be clearly labeled.

No legal issues at all, I work for local county government and we have them in all our parks through out the county

OLD ROLMEN WORKING ON NORTELS AND AVAYA
 
Some:
-have ring down circuits that ring only to the 911 service.
-have the phone ring onsite security or front desk.
-have the phone dial out on POTS or PBX straight to 911

All depends on you type of site and what you require.
