We just purchased a Canon i9100 to make proofs from Quark 4.1. (OS 9). We needed a printer that could output to 13"x19" paper, and couldn't afford a large format laser color printer. Most things print OK, but rotated tiff images print bit-mapped, and all pages print at about 95% of full size. I am assuming this is because the printer lacks Postscipt, although maybe it's a driver problem. In any case I need to solve it, so if anyone can either recommend a driver solution, or an inexpensive RIP, I would appreciate it.

You might try creating a PDF in Adobe Acrobat and printing the PDF. That should solve a postscipt issue.
