Is there a GUI for PostgreSQL than I can run on Linux.

There is a Window$ based GUI - but they haven't yet ported to Linux :-(

There are plenty, but none is a truly complete GUI, in the sense that you would find with Oracle or SQL Server. But there are quite a few toolkits of varying levels of completeness:
