PostgreSQL and Cpanel

Does anyone here have experience with cpanel and connecting it with PostgreSQL? I have a buddy with a web hosting server and cpanel's little link to postgre keeps dropping... so basically you can't add databases because it only allowed you to in cpanel. Then you could go into phpPgAdmin and do stuff.

Well your question is probably a cpanel question - not a postgresql question. There isn't much information here to try and help you. A quick google gives many links to the cpanel manual in regards to using it with postgres - like this one:

But really you need to provide more information. If cpanel communicates with the database over a tcp/ip connection-- is the database accepting such connections?

You may want to read up on how postgres authenticates clients and properly setting up pg_hba.conf. But that is just a guess.
