Postfix won't respopnd to smtp commands

I am having a weird issue. I telnet to port 25 on the postfix server and try to do a ehlo and I get no response. below is the maillog. In the line /var/lib/postfix/smtpd_tls_session_cache.db, I looked and there is no smtpd_tls_session_cache.db, does this file get created at postfix startup or do I have to manually create it? Also on /usr/libexec/postfix/tlsmgr: bad command startup. How do I find what the bad command is?

The error is referring to the file that contains the name of the file containing the optional Postfix SMTP client TLS session cache (
You are getting a permission denied error on this file. Do you have a /var/lib/postfix directory? If so what user / group is the owner of this directory and what are the permissions?

In my setup, I do have this file in the /var/lib/postfix folder. The folder is owned by postfix: postfix with owner rwx, others and group r-x permissions . The files in it, are owned by postfix and are owner only read/writable.
