Post Office regulations for envelope design.

Wondering if anyone had a template to design a #10 envelope. I need to know the Post Office regulations for mailing. Where can I put graphics, where do I need to leave it blank for scanning, dimensions...etc.? An Illustrator file would be wonderful, however just some basic verbal guidlines would do the job I am sure.

FYI. I have already called and ordered a book of guidlines for this situation from the US Post. I just want to get this envelope out to the printer sooner then it will be delivered. I am curious about putting a color bar across the bottom of the envelope #10????
