POST in endless loop

When I turn on the computer, it goes through a POST. After it recognizes the keyboard and mouse, it says to press alt ctrl B to configure. Then I get a white blinking line (whether or not I attempt to configure)and the POST starts all over. Any ideas?
 
See if it starts in Safe mode. If it does, then do a clean boot to troubleshoot the problem.
 
after trying the above suggestion...

first check the BIOS and CMOS settings and see if your hard drive(s) are listed in the CMOS settings. And check all the rest of the settings in the BIOS you know how to check. If that gets the system going, it might have been a glitch or a bad CMOS battery. If not...

if possible, remove/disconnect as many add-on cards and devices (modem, sound card,CD/DVD drive etc) as possible and try and boot with a bare bones system: CPU, video card, RAM, one hard drive. Only do so if you know how to safely work on components inside of a compter case.
