I am not familar with the Norstar and we have a technician going to the customer site. I was wanting to know for myself how to possibly resolve this with the Norstar pbx. I dont know any info on what the software is at the site. I am looking for something that is more general in nature that I can "advise" the technician to check.

Is there a way to reduce the delay that a customer is experiencing after they have dialed all their digits for the number being called

You will need to modify Public DN lengths. You program the first few number of the dialing sequence then tell it how many digits to expect. Once the last expected digit is dialed, the call will go right out.
 
It also depends if it is a local call or LD. Like bluem2 said it is in the dialing plan under public DN lengths look at the default for local it is either 10 digits or 7 depending on the leingth of local calls you dial or the ld is under the number 1 should be 11 digits if international 011 it is 18 if they are dialing less then 18 have them press the pound # key this will send the digits right away with no delay.
