Possible to get listed on the first page of major search engines?

Hi!

I am trying to get hits to my site, and am not having much success.

I am getting hits to my photo editing page from people looking at images in google, but that is not doing me any good whatsoever.

I have submitted the site to a handful of search engines, and some directories.

I have included proper descrtiption tags, keyword tags, title tags.

My site has been up since december, and am still not getting any hits to my main page.

Is it still possible to get listed on the first page or at the very worst the 3rd page of major search engines without having to pay?
