Possible to ban with .htaccess file?

I have a site that a few people keep spamming.

Is it possible to set up something like a .htaccess file to store banned IDs to stop them viewing the pages or do I need to do something with .php and a database for example or store the banned IPs in sessions etc.

You need to program this out on the server-side. Whether you use PHP/Perl/CGI or whatever.
This can be acheived easily using a flat-file database and CGI script.
