possible motherboard/video issue

hi everyone i been having this problem with my motherboard.
whenever the computer tries to reset by itself (without having to press the reset button on the case) the video card doesn't initialize upon restarting and i get an beep error. i have an award bios and according to their page the only time you'll get beep errors is when a video error occurs. the beep error is 1 long beep followed by 3 short beeps. award only mentioned 1 long beep and 2 short beeps - which is a display adapter problem. so i did a search for award bios error beeps and a few troubleshooting sites said that 1 long beep and 3 short beeps on award bios's indicate that here's no video card or theres bad vram and they suggest either reseating the card or replacing it. so i reseated the card in another pci slot available and nothing. so i tried some other average video card i had
laying around and nothing either. keep in mind, both these cards work, except when the computer resets itself - video does not come back unless you manually hit the reset button on the case of just power it off and then back on. i looked through the bios setup to see if there was any relevant setting that had to be set, but couldn't really find anything. i also took out all the other isa cards i had just to make sure.
a guy on another forum recommended trying to clean the connectors on the pci card with a rubby red eraser and then put some coating on it available from radio shack..which'll help prevent some sort of corrosion between the card and the board.

has anyone done this or experienced this problem.i'm just lookin for any recommendations.

by the way it's a pcchips board supposedly, i couldn't find any manuals on their site for it and their support is weak!!!

right now i basically have only the essentials in. i have a floppy, a cd-rom, memory, video card, and keyboard in. so i just boot from floppy or cd as of now.
but say i just go into bios setup..make changes or not and simply exit. when it goes to restart the video won't come back. the rest of the computer seems to start fine..and like i said it also gives me beeps. so i have to either press the reset botton or turn it off and on..then it works. but i have no harddrive in right now so windows problems are not an issue.

i keep thinking it's something with my board but i can't pinpoint it really...i don't think its the cpu overheating because again it works when you hit the reset button.

so..anyone?

Try booting into safe mode and then use the restart and see if it works. If it does it's a software issue. I would also replace the cmos battery on your board it maybe too low to save your configurations on startup. Do you find your clock doesn't keep accurate time? Just a thought.
