Possible local security problem?

I have ArcGIS Server 9.2 .NET installed on a Win2003 R2-SP2 box. I am trying to install SP5 for the ArcGIS product which is distributed as a Windows Installer .msp package. I'm logged in at the server as an admin and when attempting to run the update, I get the ever so cryptic "The system cannot open the device or file specified."

Doing some Googling on this produces some MSKB articles and other mentions that all claim either the logged on user's temp folder, or MS Installer folder or some other folder is encrypted. I've done some spot checks on the temp folder, the application folder the Installer folder, etc. and can't find anything encrypted (and there shouldn't be anything anywhere as we don't use encrytion.)

ESRI (the vendor) also has a downloadable service pack checker EXE that is supposed to simply report what products you have installed. This runs on my workstation but also produces the same error on the server. I put a different .NET executable on the server and it ran correctly suggesting that this is not a .NET security problem.

I've been trying things under two different IDs, both of which are admins. At the moment ESRI is stumped as well. The ArcGIS product as well as other applications installed on this server are all running correctly - the only problem we know of is the inability to install the service pack or run the checker.

Anyone have any suggestions?

Update:

After checking various security settings, making sure nothing is encrypted, making sure DCOM is enabled and the SYSTEM account has proper access, etc., etc. , I unregistered and reregistered the Windows Installer.

I still couldn't double-click the msp package but it did run from the command line. It concerns me that I'll probably see this one again next time I have to do a service pack, but at least this one is in.

(Proof that in IT, as long as your head is slightly harder than the brick wall you're pounding it against, you eventually win.) [banghead]
