Possible Active Directory replication issues with groups

I might be having a problem with my Windows 2003 active directory. We had two widows 2003 enterprise server domain controllers. One was old so we decided to add another server. The new server is also windows 2003 enterprise server. I set it up about 2 weeks ago and everything seems fine. Users are authenticating on all three servers, and we have been able to add users with no problems. The issue seems to be is that one of our techs added and deleted users from a couple of groups and took screen shots to show they were done, and the event viewer shows changes being made at that time. Now for some reason when we checked the permissions today because the users were having issues all changes were gone. I trust the person who made the changes that they did it properly, so I am wondering if I missed something on the setup of an additional domain controller that would cause a replication issue?
We made the changes again today an I will monitor to see if it happens again, but since we do not know when the changes were reverted back I am trying to make sure.
