Positioning of a form

I have a form, which has a link to a HTML page, but when i click on the link, i want it to go to a certain part of the HTML page, i am not sure how to do this, can anyone help me?

This is the code (the link in question is termsandcondition.asp), when the user clicks on the link, it goes to the termsandconditions page but opens up in the Use of Discussion boards section
