Ports 9000-9999 Refusing connections

I have a Windows 2003 Standard Server running a Web Application. This Application uses ports 9000-9999. I have configured my firewall to allow traffic on these ports but for some reason the connections are being refused. My ICF is off on the server. Any ideas on why this is happening? It happened when I had the server here in the office and now when I have it at an off-site hosting facility, the facility has opened the ports as well. This is really getting frustrating. Any Help with this would be greatly appreciated! Thanks.
 
What type of router are you using? Does your router support these ports out of the box?
