Portforwarding of 2 devices are confusing

Hello, I am quite confused as to which device should forward specific ports to who. I know that through the airport admin utility, I can get it to forward ports on my Airport express unit and the gateway address is 10.0.0.1. The same applies to my modem (Alcatel 530) which also allows me to forward ports.

Now, I know that my Azureues needs ports 7200 and 7201 to function and I have already setup my laptop to use a static ip of 10.0.1.2.

My question is should I get the modem to forward those two ports to the airport express or vice versa?
