If I have two remotes connected back to my host, and I want to run both of them at 128k of CIR with the capability to burst up to 256k, does my port speed need to be designed for 512K to accomodate bith remotes at full burst or do I set it at 256K?
 
That depends. You CAN oversubscribe the host port...if you rarely expect both remote sites to use the full bandwidth at the same time. That is typically NOT a good practice though.

I would recommend getting the port speed of 512k for the host. On the host you COULD do a CIR of 256k and a burst to 512k to fully accomodate everything.
