Popups are still blocked, I've checked everything

This started yesterday when I upgraded Office from Office 2000 to 2k3. I did that by first uninstalling 2k, rebooting, then installing 2k3. OK, fine, everything seems ok (at least with office).

Now a couple of the bank sites I visit are reporting a pop-up blocker is present on my system and to bypass this I can disable in tools or press Ctrl+click.

Everything is disabled, I don't have google or yahoo toolbars, I even set every setting in IE to the lowest possible and I still get these messages. Ctrl+clicking does not work either.

I've done a complete virus scan, ran Spybot and Adaware as well with nothing to report.

Anyone have any idea what could be causing these to be blocked?

In IE the popup blocker is accessed through tools ->pop-up blocker -> turn off pop-up blocker. Is that where you turned it off? It has nothing to do with IE's security settings.
