Popup Error 1

Every time i open up My computer or any other windows application or when i open up a web page i receive a pop-up error from windows:

HEADING
Explorer

TEXT
'' is not a valid date.

Please help!

If it is not Spyware/Adware problem, there is mention of Regional Settings errors.
