POP3 mail missing To: From: field info

I have a user who frequently uses POP3. When he downloads, they go into a POP3 pst folder abd he reloads them into exchange when he gets back in.

Some of his messages are missing the To: and From: field data. You cannot sort by these fields (they are blank) and when you reply, the To: field is blank. The header info does show up in the body.

I used scanpst and came up with no errors. Any other ideas?
